Municipal Services

Technological advances in software, hardware, spatial data / imagery production, have greatly reduced the cost and operational complexity of GIS projects in recent years. These three factors have also greatly increased the use of GIS data for public services and, more importantly, decision making concerning public issues. The city and county governmental and quasi-govenmental agencies that are mandated to provide services to the public realize that 80% of their work revolves around geographically or spatially related features and data. They include such entities as:

  • Tax Assessor/Appraisal District
  • E9-1-1/Office of Emergency Services
  • Planning Authority
  • Utilities - Water/Electric/Sewer

Each of these agencies has a very specific service to provide, but all have the common need to improve services to the public while continually reducing operational cost. The single most effective way to do this is through GIS technology. Tax Assessor Mapping Services

Tobin International is pleased to announce that St. Landry, Point Coupee and Iberville Parish Assessor’s Offices have recently contracted for the delivery of a turn-key digital ownership mapping system for their respective parishes. The Assessors will use the system to provide better customer service, create custom hardcopy maps in volume, geographically analyze and manage the assessment base and other operations. Tobin was selected based on its expertise in Louisiana ownership mapping and general ability to perform large scale parcel mapping projects.

A typical system will include several key features –

  • Digital Parish Line and Township/Range and Section Boundaries
  • Digital Ward and Tax District Boundaries
  • Digital Ownership Boundaries (polygons) for each assessed tract
  • Digital Right-of-Way Boundaries
  • Digital Oil and Gas Well Locations and Basic Information
  • Digital High Resolution Aerial Photography
  • Digital USGS Quadrangle Maps
  • Digital USDA Soil Use Contours
  • 36”x36” Hard Copy Aerials with Ownership Boundary Transparencies

Tobin has also provided ArcView3 GIS (Geographic Information System) mapping software that has been modified to meet the unique needs of the Louisiana Assessor. The software will permit numerous inquiry routines and data analysis as well as produce full-featured color hard copy maps at numerous scales or sizes. Additionally, the software is linked to Software and Services Inc.’s Assessor Automation System and other similar systems.

Updates to the mapping system, such as the addition of new subdivisions, will occur monthly or at a predetermined interval. Updating activity will be performed in Tobin’s Opelousas, LA facility or, alternatively, by the individual Assessor’s office.

The system can instantaneously map numerous assessor inquiries, such as –

  • An individual lot or tract
  • All lots/tracts owned by an individual or company
  • Color code tracts by assessed value
  • Color code tracts by use type (residential, commercial, etc.)
  • All tracts within a section, ward or taxation unit
  • Producing oil and gas wells including the operator’s name and other information
  • Boundaries or tracts viewed over aerial photography or USGS Quads

The results of any inquiry can be immediately plotted to a scale-indexed hard copy map using a local ink jet printer or plotter.

Tobin currently has many layers of GIS data for most Texas counties and Louisiana parishes; digital historic ownership is available for over 30 parishes. This off-the-shelf data is used as the basis for the current parcel mapping system. The procedure for creating a current GIS database starts with a professional evaluation and quotation. Once accepted, Tobin establishes project management functions, installs the software and off-the-shelf data, develops current high-resolution photography (minimum 1M resolution/10’ accuracy), fits the political boundaries and creates the current ownership layer. The resulting GIS data is delivered based on a predetermined schedule.  Updating begins after the first delivery.  Typically, a system takes between 6 to 18 months to complete.

Public Safety (E9-1-1) Mapping

"Where is the emergency?" In Public Safety, this is the question, a question best answered by a fully-integrated PSAP/CAD map display system; one that instantaneously displays the exact locations of the 911 call using digital Mapped Address Location Identifier (ALI) data that 1) is a current reflection of county as-build conditions, 2) is positionally accurate to support Global Positioning System (GPS) applications, 3) is correctly linked to the Mapped ALI database, and 4) can range from specific 911 data to a project-wide Geographic Information System (GIS) base map.
